The entry chunk on lotus (d7bc6d94) is 360,238 bytes gzip, past the 358,317 budget seeded in September (#96). So every PR now fails Build & Quality Checks on the bundle-size step. #409, #417 and #418 failed this way; their build, tests, lint, types, boot check and audit all pass locally.

The growth is the October audit's fix batch: about 40 merged PRs touching call state, status, notifications, search and settings. It isn't one regression.

Change: re-seed scripts/bundle-budget.json per its own rule (measured sizes + 10%):
