Cause: About a minute after every turn, Claude Code fires an idle reminder ("Claude is waiting for your input"; notification_type: idle_prompt). The state hook treated it as a wait, so every finished turn in a background session:

turned that session red ("needs you"), and
posted to Matrix 30 s later.

The away check was also per session: being on DevDesk in another session counted as away.

Fix:

The idle reminder no longer counts as a wait: no red chip, no inbox entry, no Matrix post.
Matrix only posts when no DevDesk tab has been in view for about 2 minutes (presence markers). The delay is 60 s, and each session posts at most once per DEVDESK_MATRIX_QUIET (default 600 s).
The message says what is asked: "alpha: Claude wants to run Bash (Restart nginx)", then the command and the answer link.
