Follow-up to the house-UI pass (user: "there is still so much more to do, ui/ux wise"), 2026-10-08.

GANDALF and Tinker Tickets have a 🔔 notification panel; DevDesk only had a count on the Panels button.

  • Bell with the house .lt-notif-* markup: badge = sessions waiting on you + firing alerts + unread events (red when something needs you, amber otherwise). Replaces the Panels badge.
  • Panel sections: Needs you (other sessions waiting, with Claude's message; click to switch), Ops alerts (top 5; click opens the panel), Recent (a background session finished or started waiting, CI passed/failed; click opens the session or the CI run). Mark all read.
  • Events are recorded only by the tab that fetched the data and stored in localStorage, so every tab shows the same inbox without duplicates.
  • Phone header: theme moves into the ⋯ menu, Panels becomes ▤, so the bell fits at 390 px.

Groundwork for #22 (approve/deny from the inbox).
