In audio-only voice channels the soundboard silently did nothing. The fork now refuses with `reason: "not_permitted"`, and the soundboard says:
> The soundboard isn't available in this voice channel (only microphone audio is allowed here).
The refusal texts move into `soundboardRefusalText`. `muted` and unknown reasons say what they said before, so with older forks nothing changes.
**Verified** with the fork change built locally: audio-only Voice Lounge → that message; open room → the clip plays.

The fork now refuses a clip it cannot publish (audio-only rooms grant
only the microphone source) with reason "not_permitted". Say "The
soundboard isn't available in this voice channel" instead of the
generic error. Older forks are unaffected.
