The bell badge counts unread inbox events, but opening the bell did not mark them read. An event cleared only when you clicked it or used "Mark all read". Every background turn that finished added a " finished" event, so the number climbed toward the 30-event cap.
Fix:
Opening the bell marks its events seen. The badge drops to what is live (sessions waiting on you, firing alerts), and the entries stay highlighted while the panel is open.
Viewing a session (switching to it, or returning to the tab) marks that session's own events read.
CI events with a link still clear when they are opened or seen in the bell.
