Migrated from Tinker ticket 556522048 (DevDesk is tracked in Gitea from now on).

When a session's state becomes waiting and no client is attached to it (session_attached == 0), post to a new hookshot webhook "DevDesk" in Spam and Stuff, with an avatar, including a link to https://dev.lotusguild.org/?arg=<session>. Debounce, and don't re-post for the same wait. The CI-alert webhook was fixed on 2026-10-07, so hookshot is ready.
