Bells only arrive from the attached session, so other sessions only light up the chip. Compare states on each refresh and call notify.ring() when any session changes to waiting.
Alerts are only polled while the sidebar is open, so phone users get no signal at all. Poll always, at low frequency, and show a red or amber count on the Panels button.
