Problem: the server status banner (#124) reads Kuma's matrix status page, which was merged into public on 2026-10-11. /api/status-page/matrix has returned 404 since then. The banner fails quiet by design, so it has silently shown nothing.

Change (owner decision 2026-11-05: no separate page; split the Matrix group on public)

config.json: slug is now public. Kuma's Matrix Chat group is being split into Homeserver, Voice calls and Discord; the first two match the group names the banner already uses, and it ignores Discord.
New optional noticePrefix: "Matrix:". public is shared with other services, so only incidents and maintenance titled Matrix: ... reach Lotus users, shown without the prefix. Otherwise a Jellyfin maintenance window would say messages may be interrupted, and the active "Storage redundancy restored" notice would show to everyone.

The live web config comes from the matrix repo and gets the same change in its own PR; this one covers the code and the desktop build.

Known limits

Login banner: stays off, because public has no Login group.
Download size: each client now fetches about 171 KB uncompressed every 5 minutes (more often during an outage), since the heartbeat data covers the whole page.

Tested: 4 new unit tests, 20 pass in that file. They cover the prefix being kept only when set, filtering and stripping, no-prefix behaviour unchanged, and a Discord group going down touching neither homeserver nor calls. Type-check and full suite are left to CI.

The banner read Kuma's "matrix" status page, which was merged into "public"
on 2026-10-11, so it has returned 404 since and the banner stayed silent
(by design it fails quiet). Point it at "public", whose Matrix group is now
split into Homeserver / Voice calls / Discord.

That page is shared with other services, so add an optional noticePrefix:
only incidents and maintenance titled "Matrix: ..." reach Lotus users, shown
without the prefix. A media server's maintenance can't say messages may be
interrupted, and the Discord group can't raise a banner at all.
