A Minimise call / Expand call button on the PiP, placed at the left end of its button row (the top-right corner is a resize handle).
Minimised, the PiP is a 220×40 bar with the call room's name on a solid background. It stays draggable, and tapping it returns to the call. The mute overlay and resize handles are hidden while minimised, and expanding restores the previous size.
The choice is remembered (pip-minimized). With no saved choice, phones (< 600 px) start minimised, as the issue suggested.
Verified (joined the Voice Lounge, then switched to a text room):

minimise / expand button: minimised it is a 220×40 bar with the call
room's name (still draggable, tap to return to the call). The choice is
remembered; with no saved choice, phones start minimised.
