chore(ci): delete the eight GitHub-only workflows inherited from upstream

They never ran on Gitea and implied CLA / PR-title / Netlify / GHCR
enforcement that doesn't exist. lockfile.yml's intent moves into
.gitea/workflows/ci.yml.

Fixes #99
